A Framework for Scaling Urban Transformative Resilience through Utilizing Volunteered Geographic Information

Resilience in the urban context can be described as a continuum of absorptive, adaptive, and transformative capacities. The need to move toward sustainable future bounce forward after any disruption has led recent resilience initiatives engage with concept when where conventional top-down are less likely deliver effective strategies, plans, implementable actions. Transformative pathways emphasize importance reflexive governance, inclusive co-creation knowledge, innovative collaborative learning, self-organizing processes. To support these pathways, considering techno-social co-evolution digital transformation, using new data sources such Volunteered Geographic Information (VGI) crowdsourcing being promoted. However, literature review on VGI reveals that comprehensive understanding complexities capacities utilizing for is lacking. Therefore, based qualitative content analysis available resources, this paper explores key aspects proposes framework structured around identified legal, institutional, social, economic, technical formalize process adopting initiatives.
